Chaos will result from a blanket ban, but we have a plan: Goa nightclub fire case before the Bombay High Court.

In December 2025, a fire at Birch by Romeo Lane in Arpora claimed the lives of about twenty-five persons.

On Tuesday, the Bombay High Court stated that it does not wish to cause disruption by taking sweeping action against businesses in Goa that are allegedly breaking the law.

During the hearing of a case concerning the December 2025 fire at Birch by Romeo Lane in Arpora, which claimed the lives of 25 persons, the Division Bench of Justices Suman Shyam and Amit Jamsandekar made the observation.

"We have a strategy. We'll take care of it. However, we don't want to cause trouble. Things can't be handled overnight. Additionally, it cannot be postponed past a certain point. Let's take a methodical approach. Since this issue wasn't established overnight," the Court stated.

After a lawyer in the case requested a survey of unlawful structures and business operations, the Court voiced its opinion.

The Court further stated that no one should be harmed by its orders.

Additionally, as a court, we must exercise caution to avoid issuing orders that will harm anyone. That is the challenge in using the legal system to handle these issues," the Bench stated.

"People will come here if the administration does something wrong. However, where will people go if our orders have an impact on them?" the judges continued.

The Court had previously stated that the State government could not avoid its responsibility in this case and that the workers' fundamental rights had been flagrantly violated in the basement of the unapproved building.

Additionally, the Bench stated that it did not want the proceedings to be overly complicated and that it would instead concentrate on three main areas:
Finding the people in charge,
Making amends for victims, and
- implementing strict procedures to guarantee that such accidents don't happen again.

The Court was notified today that each victim has received ₹7 lakh in ex-gratia compensation (₹5 lakh from the State and ₹2 lakh from the Center). Each injured person has also received ₹1 lakh (₹50,000 from the State and ₹50,000 from the Center).

The second week of March is when the PIL will be heard next.
