The Mumbai campus was the latest of the three Maharashtra National Law Universities to be constructed.
On November 5, Maharashtra National Law University Mumbai (MNLU Mumbai) held a project initiation ceremony to develop the university's permanent campus in Pahadi, Goregaon (West).
At the function, Chief Justice of India (CJI) BR Gavai said,
"MNLU Mumbai was the first to begin construction, and it is currently the last campus to be built. Although the Aurangabad and Nagpur campuses were finished much earlier, the adage "der se aaye magar durust aaye"—"better late than never"—applies to the current endeavor, in my opinion.
CJI Gavai responded to criticism of Maharashtra's judicial infrastructure by saying,
"I've read that Maharashtra's judicial infrastructure is inadequate. I've always maintained that the critique is unfounded in reality. Over my 22 years as a judge, I have witnessed the transformation of Maharashtra's public works department. There are numerous buildings being built in different locations for the district courts and tehsil courts. Regardless of the location—Nashik, Kolhapur, Amravati, Nagpur—we opened a building in Nashik, and I have to admit that it is capable of competing with any corporate headquarters. I have visited several regions of the nation, and Maharashtra's judiciary infrastructure is among the best, therefore I must commend the state's government for that."
Regarding his affiliation with the Maharashtra National Law Universities, he stated,
In actuality, I have been connected to the Maharashtra National Law University Nagpur since 2017. Additionally, I was previously involved with the Maharashtra National Law University in Aurangabad in an unofficial position before becoming the university's chancellor."
Justice Gavai stated that the judiciary requires assistance from the other branches of democracy.
"I have always disagreed with the practice of isolation since, in my opinion, the legislative, executive, and judicial branches of government all work for the benefit of the nation's population. It is sometimes stated that the court lacks both the power of sword and the power of purse, and that it is challenging for the judiciary to provide sufficient infrastructure and legal instruction without the support of the executive branch.
Speaking to MNLU Mumbai students, Justice Gavai stated,
"The field of law is dynamic, organic, and growing. There are new obstacles every day. According to the Malimath Committee Report, law schools used to be factories that produced mediocre attorneys. There has been a paradigm change in that idea. These days, practical-oriented training is the foundation of legal education. Sometimes I think the students are arguing much more persuasively at the moot court than the attorneys are. As a result, infrastructure is crucial.
Regarding the MNLU campus's planned infrastructure, he stated,
"We look forward to convert it into an international law university."
Additionally, he encouraged students to get involved in litigation as that is where the "real pleasure" is found.
Perhaps there is room for specialized litigation in places like Bombay and Delhi. A lawyer is also a social engineer, as Dr. Ambedkar used to say. Additionally, he plays a part in realizing the promise of social and economic fairness. I have no doubt that the graduates of this university will go on to become social engineers, leaders of social and economic justice, and ardent supporters of the principles outlined in our Constitution.
Prof. (Dr.) Prakash Chaudhary, MNLU Mumbai Registrar, gave the vote of gratitude.
Among the dignitaries in attendance were Bombay High Court Chief Justice Shree Chandrashekhar, Maharashtra Chief Minister Devendra Fadnavis, MNLU Mumbai Pro-Chancellor Justice Bharati Dangre, and Vice-Chancellor Prof. Dilip Ukey.
